Introduction


Objective

To provide an understanding on World Health Organization (WHO) Collaborating Centre in ensuring patients' safety. To provide guidelines to healthcare professionals in the planning, design and construction of healthcare facilities and hospitals in Singapore to maintain a good standard of medical / clinical services under Private Hospitals & Medical Clinics (PHMC) Act / Regulations licensed by Ministry of Health (MOH). To emphasize the importance of master planning, predesigning and commissioning to minimize waste, errors and costs without compromising the safety of the patients and working personnel.

Description

Improvement to healthcare facilities, such as hospital and laboratories, is required as they may not be sufficient to cope with the new processes, workflow and technology. Although building a whole new facility may seem like an option, it will more cost effective to renovate existing facility. Hence, the approach to effective and efficient planning with minimum downtime and disturbance to current operation is important. In this course, the different phases in construction will be reviewed, along with costs to be accounted for during the budgeting phase. Special considerations in designing laboratories and pharmacies will be explored in the course as well. In addition, the role of WHO in the construction of research and hospital facility will be explained, along with Private Hospitals & Medical Clinics (PHMC) Act / Regulations licensed by Ministry of Health (MOH) under Singapore context.

Learning Outcome

Upon completion of this course the attendees will be able to:
1. Consider various issues associated with building or renovating healthcare facilities before the actual plan rolls out for a quicker and more economical completion of plan
2. Understand the importance of master planning and predesign to reduce wastes and errors
3. Understand the role of WHO in the construction of hospital facility
4. Understand the Private Hospitals & Medical Clinics (PHMC) Act / Regulations and concepts and meet these requirements for quality and safe facilities during construction and renovation
5. Understand the concepts in designing the facilities and carry out the plan efficiently and effectively
