A Certified Scrum Product Owner (CSPO) is one who has deep understanding of the business side of the project. As a member of the Scrum Team, he coordinates with business leaders and the development team to ensure all business needs of the various stakeholders are served. A CSPO is not required to be an expert in the process, but must have adequate knowledge of the Agile Manifesto to assist the ScrumMaster if confronted with such a situation.
